OIC-VET PROGRAMME

The Vocational Education and Training Programme for the Member Countries of the Organization of Islamic Cooperation (OIC-VET) is a programme developed by the SESRIC in order to support and supplement the OIC Member Countries’ efforts to overcome the current challenges and limitations faced in the area of technical and vocational education and training (TVET).

The Programme also aims to enhance the quality of TVET systems in the OIC Member Countries, and thus to contribute to the development and competitiveness of their economies.

Within the framework of the OIC-VET Programme, the activities are conducted under the following fields:

Legislative Framework, Governance and Promotion

TVET Teacher Education

Occupational Standards and Qualification & Quality Assurance System

Certification and Modular Training Programs

OBJECTIVES

The main objectives of the OIC-VET Programme are as follows:

to enhance the quality and innovation capacity of the OIC Member Countries’ TVET systems, and to facilitate the transfer of innovative practices, knowledge and experiences from one country to another;

to strengthen cooperation among TVET institutions, enterprises, social partners and other relevant bodies throughout the OIC Member Countries;

to expand the transparency and recognition of qualifications and competencies, including those acquired through formal and informal learning among the OIC Member Countries;

to support the development of innovative Information and Communication Technology (ICT) based content, services, pedagogies and practice for lifelong learning; and

to facilitate the participants’ personal development and employability through the acquisition and use of knowledge, skills and qualifications.

IMPLEMENTATION MODALITIES

The OIC- VET Programme is implemented through following modalities:

The ToT course under the OIC-VET Programme is a highly targeted and practical training initiative, typically spanning a period of five days. It is delivered by a TVET institution from an OIC member country and designed to benefit trainers from OIC member countries who have specific sectoral experience. The program aims to enhance their training competencies, update them with the latest pedagogical techniques and industry trends, and create a cascading effect for knowledge transfer, thus strengthening the overall training ecosystem in the OIC region.

In the OIC-VET context, a training course is a concentrated, short-term programme designed to equip participants from OIC member countries with specific skills and knowledge pertinent to their vocational or technical fields. It leverages the resources and expertise of a partnering TVET institution from the OIC member countries and adheres to international training standards.

As part of the OIC-VET Programme, a workshop serves as an engaging forum for participants to delve into specific topics, share insights, and collectively develop innovative strategies or solutions. The output of such gatherings often materializes as recommendations or reports that are then presented to relevant OIC fora.

Under the OIC-VET Programme, a study visit is an in-depth educational experience wherein participants from OIC member countries visit a relevant site, institution, or project in another member country. The objective is to gain hands-on insights and practical understanding of specific TVET aspects directly from practitioners and experts in the field.

A webinar in the OIC-VET Programme is a virtual learning session that harnesses digital technology to connect stakeholders across geographical boundaries. It allows for a dynamic and engaging learning experience through presentations, discussions, and Q&A sessions on specific TVET-related topics.

The meeting modality under the OIC-VET Programme refers to a formal assembly of National Focal Points (NFPs) from TVET Institutions across OIC Member Countries and representatives of relevant OIC institutions. The main objectives of these meetings are to discuss and adopt rules and regulations pertaining to the programme, monitor the overall implementation of the OIC-VET Programme, and ensure alignment with its objectives. These meetings serve as a crucial platform for strategic discussion, knowledge exchange, and coordinated action, thereby enhancing the effectiveness and coherence of the programme.

Under the OIC-VET Programme, a project is a capacity-building activity that involves the collaborative efforts of multiple stakeholders from OIC member countries. Each project is focused on a specific area of TVET and unfolds across various phases, each consisting of distinct actions aimed at achieving pre-defined objectives. It is structured to deliver tangible benefits to one or several OIC member countries, driving improvements and innovation in TVET practices.
